Laguna could have left Winhill once he was fully recovered. Out of the kindness of the town, he decided to stay a little longer to help with monster hunting. But, not just that. He has grown to love the small town and the residents... Laguna wanted to stay for Raine and Ellone. Laguna doesn't explicitly say this, because always the goofy man, he jokes around to hide his true feelings. As the player, we would understand Laguna's true thoughts when his friend Kiros wounded up in Winhill and asked Laguna about it.
Kiros: "She seems like a nice person. But easily taken in by a hotshot."
Laguna: "...A hotshot? OK, let's step up our patrol a notch. Asst. Kiros, let's come up with a plan after we get back to the base."
Laguna quickly changed the subject to avoid the topic of Raine. To avoid talking about staying in Winhill for Raine and Ellone. Shortly after, Kiros brought up that he remembered Laguna's big dream of traveling around the world.
Kiros: "Weren't you aiming to become a world-travelling journalist? You've heard of 'Timber Maniacs', right? I had a talk with the chief editor. He said he's interested in any article related to world travel."
Laguna: "That's great!"
Kiros: "We should go talk to him sometime."
Laguna: "Y-Yeah..."
Laguna was offered an opportunity toward his dream but his hesitant "Y-Yeah..." is very telling that his heart was not in it. He did not want to leave Winhill. He did not want to leave Raine and Ellone.
Raine's manner of speaking about Laguna and toward Laguna is harsh. In a conversation with Ellone she said, "His crude way of speaking... I don't know if his aspirations as a journalist are going to come true... Every time I try to have a serious converation, he avoids it... I can't stand his snoring and he talks in his sleep...", Raine is pushing her own feelings away by talking about the small things Laguna does that annoy her. She is aware of her feelings, but she also knows that Laguna is a man with big dreams of traveling around the word. Raine believes that Laguna is not the type to settle in a small town and this angers her--- the man she has feelings for seeks bigger horizons beyond a small town. By talking about the annoying things Laguna does, this is her way of not letting her feelings for Laguna carry on.
